A CUP OF COFFEE (or Tea if you want)

Esta semana me senté frente a una cafeteria en Monument Boulevard en la ciudad de  Concord, California en espera de un gran amigo, cólega y conocedor de temas financieros desde hace mucho tiempo. Su nombre: Henry Sanchez, nacionalidad: ecuatoriano. Profesión: Profesor de Matemáticas Financiera en Guayaquil, Ecuador. Contador, Agente de Préstamos Hipotecarios.  Tras varios minutos de conversación y poniendonos al día con las últimas novedades de nuestra vida cotidiana, empezamos a hablar sobre un tema que nos fascina tanto a él como a mi: Finanzas, Bienes Raíces y Economía. Aquí parte de nuestra conversacion:
RS: Ahora que se ve la intención de Fannie Mae de no abandonar las propiedades en estado de Ejecución Hipotecaria (Post 11/12/2009) ofreciendo un contrato de alquiler por un año despues de que se le entreguen el título, sale a la luz una alternativa antes discutida en otras tacitas de té mucho antes que iniciara mi blog...te acuerdas que hablamos al respecto?
Henry:Sí, claro que recuerdo. Siempre nos preguntamos por que los bancos no cobraban una renta por el uso de la propiedad que estaba en ejecución hipotecaria y que (los bancos) no generen tantas perdidas que finalmente nos va costar a todos nosotros. (Los contribuyentes tributarios).
RS...y Cuál es la intención de Fannie Mae?
Henry: Es muy importante indicar que siendo Fannie Mae una de las principales instituciones que posee un alto indicador de cartera vencida, un "gigante" como lo llamaste en tu post, y que ahora ofrecen este nuevo "producto" Lease for Deed ó Renta por Título, menos propiedades serán reposeidas y por lo tanto menos iran a alimentar al mercado actual. Si esto es así, continuaremos con poca oferta y muchas demandas La intención...No tener más pérdidas.
RS: Crees que funcione?
Henry:Vale la pena mencionar a todos tus lectores que hay que revisar muy bien este acuerdo por que saltan algunas inquietudes como por ejemplo: Se podrá negociar la casa después de haberla rentado por un año y a que precio? Será al valor del mercado en ese momento? Si es asi, por el traspaso de la propiedad cobraran costos equivalentes a una compra? ...Le aseguran al inquilino que éste será la primera opción para adquirir nuevamente la propiedad una vez puesta en venta? etc etc. Es decir se debe analizar financieramente la convenencia o no de esta oferta.
RS: En uno de mis Post (10/26/09) me preguntaba: Por que no puedo conseguir casas cuando hay muchas propiedades reposeidas por los bancos? La intención de los bancos comienza a cristalizarce . Lo crees así?
Henry: Te refieres a la intención de las instituciones financieras de no querer reconocer la perdida del valor de las propiedades en sus registros contables a travez las demoras en respuesta a peticiones de ventas cortas, el terminar una ejecución hipotecaria o las famosas modificaciones que vale la pena indicar que las satanizaron y lo único que lograron es ayudar a los bancos en su objetivo, mi respuesta es SI, comienza a cristalizarce. Si las instituciones bancarias reposeen las propiedades para luego sacarlas al mercado crearían una cantidad mas grande de propiedades a la venta  y los precios se mantendrian aún mas bajos.
RS: Entonces: Me podrias decir que vez para lo que resta del año y el 2010?
Henry: No habrán más casas de las necesarias para mantener el mercado activo pero no revuelto. Los préstamos serán más difíciles de conseguir. No aumentarán las ventas cortas, ejecuciones hipotecarias y si habrán más modificaciones.
RS:La semana pasada la Administración Federal de la Vivienda (FHA) anunció por medio de un portavoz  perdidas y baja de fondos. Posibles cambios puedan producirse en las guías para obtener un préstamo FHA el cual a cobrado bastante popularidad por requerir solamente un 3.5% de enganche para comprar una propiedad. Dichos cambios  son el aumento de enganche y el score de crédito. Crees que es conveniente que  personas que puedan calificar ahora obtengan su propiedad aprovechando el crédito fiscal ampliado y los intereses aún bajos ?...Yo digo que si , que opinas tú?
Henry:Estoy completamente de acuerdo con tu opinión, las personas que estan en capacidad financiera de comprar deben aprovechar el momento , este momento se determina por: a) una baja tasa de interés  como tú lo dices. b)  programas del gobierno que te dan préstamos a tasa fija.  c) el precio de  la vivienda. d) el pago del préstamo equivale muchas veces menor a una renta y en otras ocasiones iguales a la renta.  Por último  e) ahorro fiscal en los pagos de sus impuestos más la ayuda federal existente.
Adicionalmente se debe indicar a todas las personas que siguen tu Blog  que el  escenario que estamos viendo del mercado inmobiliario ante las acciones que estan tomando los bancos es que existe la posibilidad cierta que los valores de las casas sigan subiendo. Si todo lo que hemos charlado no son suficientes argumentos, no creo que puedan existir otros
Luego continuamos con nuestro té, pues frío no es lo mismo.

RS: Now that  Fannie Mae's intention is not to abandon the property in a state of Foreclosure (Post 11/12/2009) & is offering a lease for a year after it was given the title, comes to light alternatives discussed above in other conversations long before my blog ... you remember we talked about it?
Henry: "Of course I remember. We always wonder why banks did not charge rent for the use of a property facing a foreclosure and they (banks) did not have to generate losses which now they are going to cost all of us (the tax payers)."
RS:... and what is the intention of Fannie Mae?
Henry: It is very important to note that Fannie Mae remains one of the main institutions that have a high rate of nonperforming loans, a "giant" as you called it in your post, and now offer this new "product" for Rent for Deed in Lieu of foreclosure. Therefore foreclosure properties will be less available in today's market. If so, we will continue in short supply. Their intention is clear: Stop losing money.
RS: Do you think it will work?
Henry: It is worth mentioning to all your readers that this new program must be checked and reviewed very well because this agreement is skipping some concerns such as: Could the former owner purchase the property back after the lease agreement? If so. What will be the price of the property? Will it be at market value at the time of purchase? If so, will the transfer of ownership have costs equivalent to a regular purchase? ... Can they assure the tenant will be the first to purchase the property once it's again for sale?. It must be analyzed if this is worth it or not financially speaking.
RS: In one of my Post (10/26/09) I wondered: Why I can not get a home when there are many foreclosure properties? The intention of the banks begins to be clear. Don't you think so?
Henry: You mean the intention of financial institutions not wanting to recognize their loss of property values in their accounting records through delays in responding to requests for short sales, ending foreclosures or answering to loan modifications...by the way loan modification were sabotage and managed  to help banks in their goal, my answer is YES, it starts to be clear.
If the banks repossessed the properties and then bring them to market would create a larger amount of properties for sale and prices still remain lower and that banks do not want to happen.
RS: Tell me what you think will happen for the remaining of the year and 2010?
Henry: No more houses than necessary but fair enough to keep the market active. The loans will be harder to achieve. Short sales and foreclosures will not rise, and other changes.
RS: Last week the Federal Housing Administration (FHA) announced through a spokesman loss and lower funds. Possible changes may occur in the guidelines to get an FHA loan which have become quite popular because they require only a 3.5% down to buy a property. These changes include increasing the down payment and credit score. Do you think it's appropriate that people who qualify get their property now? I say yes, what is your opinion?
Henry: I completely agree with your opinion, people who are in financial capacity to purchase must seize the moment, this moment is determined by: a) a low rate of interest as you said b) government programs that give you fixed rate loans c) the price of housing d) payment of the mortgage are often less than and sometimes equal to the rent. Finally e) tax savings in their tax payments plus the existing federal aid.
In Addition, you must tell your blog readers what we're seeing in the housing market and the actions being taken by banks it is a clear possibility that home values continue to rise. If everything we've talked about are not sufficient grounds, I do not know what more there is to say.
Then we continue with our tea, since cold is not the same.
