SO..YOU ARE PLANNING TO GET A HOUSE AND IT HAS HOME OWNER'S ASSOCIATION.....PLANEA COMPRAR UNA CASA Y TIENE ASOCIACION DE PROPIETARIOS...

Es muy importante saber exactamente cada paso que tomará cuando está en el proceso para comprar una casa. Si ya decidió por una que tiene Asociación de Propietarios (HOA) preste atención a los siguientes consejos: 
Documentos de la Administración: Estas son las normas y reglamentos por los que su nueva comunidad será regida, por siguiente lea atentamente. Es necesario comprender lo que se necesita y lo que está prohibido y asegurarse de que puede vivir bajo estas regulaciones.
Estudio de las Reservas: Se trata de un estudio por un plan de 30 años de mantenimiento y el plan de financiación de los componentes, como techos, banquetas o veredas, calles, piscinas, etc. Este estudio determinará el costo de reparar o reemplazar, cuándo se hará y cuánto dinero se empleará.
Cuotas: La Asociación normalmente los recaba  mensual o trimestralmente para cumplir con el  funcionamiento de la comunidad.Usualmente un tercio de todos estas cuotas deberían destinarse a las reservas. Si las cuotas aumentan, este aumento se debe tomar en efecto, el primer día del año.
Presupuesto: Usted debe obtener una copia del más reciente. Además, trate de obtener copias de los presupuestos de los años anteriores, para comparar los incrementos. También es una buena idea pedir  los estados de los gastos  e ingresos hasta la fecha.
Las evaluaciones especiales: Encuentre uno si uno ha sido anunciado, pero todavía no puesto en práctica. Su costo puede ir desde unos cientos a miles de dolares. Por favor, compruebe cuidadosamente.

It is really important to know exactly every step you are doing when you are in the process to buy a house. If you already decided for one that has Home Owner 's Association pay attention to the following:
Governing Documents : These are the rules and regulations by which your new community will be run, so read them carefully. You need to understand what is required and what is prohibited and make sure you can live under these regulations.
Reserve Study : This is a 30 yrs.maintenance and funding plan for components like roofs, sidewalks, streets, pools and the like. This study will determine the cost to repair or replace them, when and how much money needs to be set aside.
Dues : Association collect them either monthly or quaterly to operate the community.Usually a third of all these should be earmarked for reserves. If Dues goes up, this increase should be take in effect the first of the year.
Budget : You must obtain a copy of the most recent one. Also try to get copies of the previous years' budgets, to compare increments. Also is a good idea to ask for a YTD expenses and incomes statements. 
Special Assessments : Find one if one has been announced but not yet put into effect. It could range from few dollars to thousands. Please check carefully.
LEVEL OF DELINQUENCIES : And why I am writing with capitals? simple, if some members of the Association do not pay, the rest will have to cover . If you see a large percentage of late or non payers spells trouble. This is really important, because you could have difficulties securing a mortgage. Also, pay attention to what type of loan you are getting. You must be on the top of everything. Effective October 1, 2009, Condo Projects are limited to 30% FHA exposure. This means "No more than 30% of the entire project can have FHA financing. Make sure your agent knows about it. If he/she does not have any idea what are you talking about, find another one.
Collection Policy : Your HOA board has to be aggressive  otherwise the entire community could go down under the weight of unpaid bills. They must have a policy in writing with details about what steps will be taken if members do not pay their fair share.
Insurance : Make sure you know what is covered by your association and what is not so you can obtain what ever coverage that's lacking. This information includes a description of coverage, the amount of deductible as well of the name of the association and agent phone number.

Be sure to check all rules and regulations, such no pets, parking restrictions, rentals, etc. Once you buy into a place you do not like is too late.
